China CCER Project and Document Glossary for International Teams
Sources checked
China's national voluntary greenhouse gas emission reduction market runs on a defined set of documents. Each one has an article reference in the management measure, and each one lands at a different point in the life of a project. This glossary gives you the working English for the terms you will meet in emails from Chinese counterparties, plus the test behind each one.
Market and institutions
CCER (certified voluntary emission reduction) — the credits issued through China's national voluntary market. Once registered, they are denominated in tonnes of CO2 equivalent (tCO2e) (Article 22).
Project owner (项目业主) — Article 4 provides that a legal person or other organisation lawfully established in the PRC may carry out voluntary reduction activities and apply for registration of projects and credits; the term 项目业主 itself is defined in Article 11 as the legal person or other organisation applying for project registration.
Registry (注册登记机构) — the unified national body running the registration and registry system. It handles registration and cancellation applications and records holdings and status. What the registry system records is the final basis for judging ownership and status of a registered credit (Article 6). For cross-border parties, that is worth checking early: for registered credits, the registry records are the final basis for ownership and status under Article 6. Practical due-diligence advice (not a legal requirement stated in Article 6): read any contract against those registry records.
Trading institution (交易机构) — the unified national body operating the trading system and providing centralised trading and settlement services (Article 7).
Validation and verification body (审定与核查机构, "S/V body") — a qualified conformity assessment body that either validates projects or verifies credits. These bodies are managed as certification bodies and must be approved before operating (Article 30).
Project-side documents
PDD — project design document (项目设计文件) — prepared by the project owner to the relevant methodology and technical standards, then commissioned to an S/V body for validation (Article 11).
Public disclosure of the PDD — the project owner publishes the PDD in the registry system before applying for registration, and must publish the name of the commissioned S/V body at the same time. The disclosure period is 20 working days, during which the public may submit comments (Article 12).
Validation report (项目审定报告) — the S/V body's conclusion on legal and policy compliance, methodology fit, additionality and uniqueness, and sustainable development effects. It states a positive or negative conclusion and explains how public comments were handled (Article 13).
Project registration application (项目申请表) — submitted with the PDD, the validation report, and a commitment letter on uniqueness and the truthfulness, completeness and validity of materials (Article 14). The registry reviews completeness and compliance and, within 15 working days of receiving materials, registers and publishes them; incomplete or non-compliant files are not registered (Article 15).
Uniqueness (唯一性) — the project does not participate in another emission reduction trading mechanism, with no duplicate recognition of the project or duplicate counting of credits (Article 47).
Additionality (额外性) — defined in Article 47 against functionally equivalent alternatives and the methodology baseline. The project is not the financially best option among those alternatives (for example on internal rate of return), it faces financing or key-technology barriers, and carrying it out as a voluntary reduction project helps overcome them. It must also have additional effect relative to the baseline scenario set by the methodology: the project emits less than the baseline, or removes more than the baseline.
Conservativeness (保守性) — where effective technical means or standards do not exist and a parameter cannot be judged precisely, estimate and select values conservatively so credits are not over-counted (Article 47).
Credit-side documents
Credit calculation report (减排量核算报告) — prepared by the project owner, then verified by an S/V body (Article 18). Note the separation requirement: the project owner may not commission the body that validated the project to also verify its credits.
Public disclosure of the calculation report — again 20 working days, again with the S/V body's name published alongside (Article 19).
Verification report (减排量核查报告) — confirms methodology compliance, implementation against the PDD, and conservative calculation, determines the verified quantity, and explains handling of public comments (Article 20).
Credit registration application (项目减排量申请表) — submitted with the calculation report, verification report, and a commitment letter; the quantity applied for must match the quantity in the verification report (Article 21).
Cancellation (注销) — credits used, in accordance with national rules, to offset compliance in the national or local allowance markets, for carbon neutrality of large events, or to offset corporate greenhouse gas emissions must be cancelled in the registry system. The same article encourages participants to voluntarily cancel credits they hold for public-benefit purposes (Article 28).
Eligibility tests worth checking early
A project must be beneficial to carbon reduction or sink enhancement — avoiding or reducing greenhouse gas emissions, or achieving greenhouse gas removal — before it can be registered at all (Article 9). Article 10 then sets the conditions for applying:
- Authenticity, uniqueness and additionality.
- The project falls within a field supported by a methodology published by the Ministry of Ecology and Environment (Articles 8, 10).
- Start of construction after 8 November 2012.
- Any other conditions specified by the Ministry of Ecology and Environment.
Article 10 also excludes projects: those subject to greenhouse gas reduction obligations under laws, regulations or national policy, and those included in allowance management in the national or local emissions trading markets, cannot apply for CCER project registration.
A separate set of conditions applies later, at credit registration rather than project registration (Article 17). The credits must be measurable, traceable and verifiable, conform to the conservativeness principle and to a published methodology, be generated after 22 September 2020, and fall within the methodology's registration time limit. Each credit application covers reductions generated within the five years before the application date.
Both PDD and calculation-report source records and management ledgers must be kept for at least ten years after the final credit registration for that project (Articles 11, 18).
Two things international teams get wrong
Cross-border use is not settled here. Article 29 states that specific rules for cross-border trading and use of CCERs will be formulated separately by the Ministry of Ecology and Environment together with relevant departments. Read literally, that is a promise of future rules, not permission to trade or use credits across borders today.
Methodology revisions move underneath you. Article 8 requires methodologies to be revised in a timely way as economic and social development, industrial structure adjustment, industry development stage and climate policies change, and provides that they enter the national standards system when conditions mature. Check the current methodology text rather than relying on a translation from an earlier year.
A reading order that works
Read the measure chapter by chapter in the order above. For any specific counterparty document, ask which article it discharges and who signed it. Where an English rendering and the Chinese text diverge on a term you are relying on, check the current published Chinese text yourself rather than assuming either version settles the point.
This glossary is editorial guidance for orientation, not legal advice. The definitions here paraphrase the management measure as amended; check the current published text before acting.
